Municipalidad Distrital de Veintiséis de Octubre

Abstract

Esta tesis se enfoca en la necesidad y requerimiento de una infraestructura pública municipal en la ciudad de Piura, exactamente en el nuevo distrito, Veintiséis de octubre. La Municipalidad es un ente público de carácter local, cuyo fin es promover el desarrollo y crecimiento económico y social, mediante la prestación de servicios públicos de calidad, y por medio de la ejecución de proyectos de inversión que acelerarán oportunamente el desarrollo en infraestructura de la ciudad o distrito dirigido, convirtiéndolo en uno altamente competente. Las municipalidades son puntos claves en el crecimiento económico, social, y urbano de un sector con cierto rango determinado de población, ya que lideran, supervisan y se organizan en base a leyes, propuestas y proyectos una ciudad o distrito. En base a como avanzamos esta investigación, expondremos el déficit y problemática que presenta las distintas ubicaciones e infraestructuras improvisadas actuales de la MDVO; este estudio llegó a la conclusión de que se requiere el desarrollo del proyecto del municipio en el terreno destinado y con la programación arquitectónica adecuada requerida; más aún con la gran demanda y el crecimiento de la población. El presente proyecto, correspondiente a la MDVO, pretende representar un hito en el sector, gracias a su moderna infraestructura y diseño arquitectónico, enfocado a brindar como aporte resaltar el espacio público, y al enfocarnos en sistemas de reutilización de aguas grises y paneles, promoviendo un enfoque de edificación global hacia la sustentabilidad.

This thesis focuses on the need and requirement of a municipal public infrastructure in the city of Piura, exactly in the new district, Twenty-sixth of October. The Municipality is a public entity that exercises local competences and functions, its management is oriented to the provision of public services with simplified and quality processes, promotion of economic development, execution of investment projects that allow to shorten the infrastructure gap of the city granting greater competitiveness. The municipalities are key pieces in the economic, social, and urban development of a sector with a certain determined range of population, since they lead, supervise and organize a city or district based on laws, proposals and projects. Based on how we advance this research, we will expose the deficit and problems presented by the different locations and current improvised infrastructures of the DMTO; this study concluded that the development of the project of the Municipality of the District is required in the assigned land and with the appropriate architectural programming required; even more so with the great demand and the growth of the population. The organization of this Municipality will allow the district to respond to the generation of public value, with innovation, creativity, transparency and a sense of urgency; as well as it is an immediate channel of neighborhood participation and private public investment. The present project, corresponding to the DMTO, aims to represent a milestone in the sector, thanks to its modern infrastructure and architectural design, focused on providing as a contribution highlight the public space, and focusing on gray water reuse systems and panels, promoting a global building approach towards sustainability.
